A public health emergency was issued by the Washtenaw County Health Department on August 19 limiting outdoor social gatherings to no more than 25 people.
The order went into effect at 5:00 p.m. on Thursday, August 20. It affects the cities of Ann Arbor and Ypsilanti, homes to the campuses of the University of Michigan and Eastern Michigan University. It will remain in effect indefinitely until amended or rescinded.
According to a document released by the Health Department, cases among college-aged persons are on the rise, and with the return of students to campus, it is “reasonable and necessary” to limit social gatherings.
“It’s important that everyone continue to do their best to prevent the spread of illness,” said Susan Ringler-Cerniglia, Public Informations Officer at the Washtenaw County Health Department. “Many of our recent local cases are related to parties, celebrations or just hanging out. The virus is still circulating, and it matters how we interact with others when we’re out.”

Some students didn’t find the ordinance to be strict enough.
“I feel that this is a good step to be taking, but worry that it probably isn’t good enough,” said Benjamin Chambers, a sophomore at U of M. “I think it’s more talk than action. I’d rather see gatherings limited to 10 people or prohibited entirely, but it absolutely needed to come down from 100.”
“I don’t think it’ll stop parties,” said Julius Lovill, an EMU student. “I think kids are just gonna do it anyways. They’re not gonna listen.”
Indoor gatherings remain limited to 10 people. Face coverings and maintaining a distance of six feet are mandatory during gatherings under Governor Whitmer’s executive order.
